New Chief Information Officer Joins IMLS Staff
Scott Carey to Bring FBI Leadership Experience to Office of the Chief Information Officer

Washington, DC—The Institute of Museum and Library Services has appointed Scott Carey as the agency's new Chief Information Officer, effective September 16. Carey comes to IMLS from a leading role in the Federal Bureau of Investigations’ technology and strategy group within the office of the Chief Information Officer.

“Scott brings a fresh perspective to the direction of our information technology work, as well as the research and data products that museums, libraries, and their communities depend on,” said IMLS Director Dr. Kathryn K. Matthew. “His decades of federal leadership will enable us to support and enhance our federal investments in information services as part of our strategic plan.”

Carey will lead IMLS’s Office of the Chief Information Officer (OCIO), an essential component in supporting and advancing IMLS's efforts to create stronger libraries and museums that connect people to information and ideas. OCIO houses the agency’s information technology functions, as well as its policy research, evaluations, surveys, and data work.

Carey’s oversight will include key initiatives such as Grants to States evaluations, the Public Libraries Survey, the State Library Agency Survey, the Public Needs for Library and Museum Services Survey, and the Library Search & Compare tool.

“We have a huge opportunity to help IMLS maximize its grantmaking investments through the use of technology,” said Carey. “I’m also looking forward to supporting IMLS’s work, and I’m especially excited about the agency’s digital literacy and STEM initiatives.”

Carey’s background in federal information technology began in the Department of Defense as a U.S. Navy civilian software engineer. He then led a variety of complex, global technical programs, and while at the FBI, oversaw large portfolio of mission-oriented IT programs and managed FBI IT risk, IT governance processes, and technology transformation. Most recently, he led Innovation, Enterprise Architecture, Supply Chain Risk Management, Prototyping, Cloud Adoption, Network IT modernization, and Technology Assessments.

Scott has a B.S. in Computer Science and a M.S. in Systems Engineering, and his professional certifications include Program Management and IT Service Management.
