The Grants to States Program
The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula set by the law. SLAAs determine goals and objectives for the funds in their statutorily required five-year plan (see below). For more information, see the Grants to States program overview.

Project Examples
Tribal Library Support
The Wyoming State Library's Central Acquisitions Program used CARES Act funds to purchase 440 books for the Fort Washakie School and Community Library. The library distributed the materials through their mobile book trailer while otherwise closed due to the pandemic. The books ultimately reached the residents of the Wind River Indian Reservation, an underserved community with little access to e-resources. These print materials helped meet literacy needs during the pandemic and exemplified creativity in terms of state libraries reaching indigenous populations, a stated priority of the IMLS CARES Act funds.

Summer Reading
The Wyoming State Library used the purchasing power of its Central Acquisitions Program to bulk purchase books and activity kits to support summer reading activities in public and tribal libraries. All public libraries had the opportunity to select program kits to circulate to their patrons, and all 23 county library systems participated. A total of 781 materials were purchased to support this initiative, which reaches youth otherwise at risk of “summer slide” during their time away from formal schooling. Summer reading demonstrates libraries’ critical support of community learning needs and builds literacy skills that set individuals up for success in their educational and lifelong endeavors.

Institution Library Services
Wyoming’s 13 state institutions lack the resources, training support, staff, and organization needed to provide quality library services to their 2,700+ residents and incarcerated populations. None of the institutions have a professional librarian on staff and nearly all their library managers are responsible for educational or other activities within their facilities. The Wyoming State Library used LSTA funds to purchase over 1,400 print materials and 50 e-materials for these populations including large print books, popular fiction, nonfiction, magazines, newspaper subscriptions, and audio-visual materials. The State Library then worked with each institution to organize and develop their collection through regular phone calls, emails, and site visits.
