The Grants to States Program
The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula set by the law. SLAAs determine goals and objectives for the funds in their statutorily required five-year plan (see below). For more information, see the Grants to States program overview.

Project Examples
Teen Space at the Humboldt County Library
The Humboldt County Library created a space for underserved teenagers within the library, where they could safely gather with their peers, participate in teen-centric programming, do homework, and access information. Grant funds helped outfit the space with needed materials, including a video game system, board games, art supplies, and new collections in print and electronic formats. The project also supported training for library staff on how best to serve teen patrons. Teenagers were given freedom and privacy within the safe library space to enjoy structured programming, free-range activities, and a collection of materials to meet their educational and recreational needs.

Jail Library Services
The Washoe County Library System partnered with the Washoe County Sheriff’s Office (WCSO) to enhance library services to incarcerated persons. They targeted library collections in the WSCO Detention Center, in the hopes of reducing the recidivism rate and creating a longer-term bridge to library services. Funds were used to purchase over 1,000 books with educational, vocational, legal, and recreational reading needs in mind. The project surveyed the incarcerated population to better understand their personal goals and then utilized the expertise of the library’s collection services staff to select materials. Library staff also trained a newly hired library aide at the Detention Center in basic principles for library collections.

Museum Family Adventure Pass
This project continued a partnership between the Las Vegas-Clark County Library District and the DISCOVERY Children’s Museum designed to promote early learning activities among families with young children that are low-income, low-education, and have low English language proficiency. The project offered free admission to the DISCOVERY Children’s Museum through passes checked out at the library, as well as over 7,000 single use tickets delivered at library outreach events. The passes were distributed with information on various library services, including a library card application, thus encouraging families to explore the multitude of resources available at the library. Over 12,500 museum passes were redeemed during the project period, and for some families they also represented the first introduction to the library.
