The Grants to States Program
The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula set by the law. SLAAs determine goals and objectives for the funds in their statutorily required five-year plan (see below). For more information, see the Grants to States program overview.

Project Examples
Response to COVID-19
National Archives, Culture and Historic Preservation, the State Library Administrative Agency for the Federated States of Micronesia, helped respond to the pandemic by purchasing hygiene supplies and masks for public libraries. These materials were necessary in helping prevent the spread of COVID-19 amidst a strong desire for continued library interactions. The federal stimulus funds allowed library services and programming to safely continue, and matching funds supported the cost of fuel to deliver the materials to the libraries.

Summer Reading Program
The Summer Reading Program in the Federated States of Micronesia is a partnership between the libraries and public schools and enabled school age children to improve their reading skills during the summer recess. National Archives, Culture and Historic Preservation (NACH) staff traveled to Kosrae to monitor grant activities and they also used the onsite visits as an opportunity to identify pandemic needs at libraries. Matching funds provide salary support to library staff at NACH, Pohnpei Public Library, Yap Public Library, and Kosrae Rose Mackwelung Library.
